Ok, time to suck it up and buy the Barnett book, huh? I'm still not entirely clear on what he means with that term, but I see you referring to it increasingly frequently, so I'm going to have to swallow my dislike for his, um, self-promotion, and pick up a copy somewhere. I'm hoping my Foreign Policy Processes course will enlighten me to more of the inner workings of How Things Get Done in DC, because I'm much more familiar with the product than I am the bureaucratic structure that produces it. I'm hesistant to say we should create unified regional commands that integrate all key departments of our foreign policy under one guy (a "Secretary of the Pacific", for example, with the State Undersec and PACCOM working out of his headquarters) because concentrating all that power overseas seems like it could seriously balkanize the government, so I don't know a good solution to the "no one's in charge" interagency coordination problem.
