I'm so very glad you've focused on this issue as well as the miiliary-civilian affairs question. It's time to go digging into Barnett's newest version of "the brief." Because his proposals in the C-span brief started dealing explicitly with the reorganization elements -- what he'd move where -- in creating the Leviathan and the SystemAdmin. Maybe his new Esq article which is just about to be published will lay the public discussion groundwork for Rummy's proposal. As for the interagency stuff, I'd agree that it ultimately doesn't work in practice. Somebody's got to call the shots. NSC isn't the place either. The other initiative I haven't followed recently is the State's interagency group that was set up by Powell in August. The head was the former NSC guy who handled the coordination of Russian assistance at NSC when Strobe was handling the State Dept end of things. Carlos is really good, but he was given a nightmare task. However, maybe he'll have some good prelim groundwork laid forCondi's side of the debate. Zinni sometime before Christmas was making some noises in the same direction about where various functions and responsibilities should be lodged and organized. I think Defense and the National Interest has the Zinni stuff. Also to look at is what the post-conflict and reconstruction folks at CSIS are saying these days. I'll have to check on whether they've a new report or briefing paper out. Lots to look at. Great that it's now starting to come to the top of the pile. But if they're really going to start tackling the enormous budget crunch that Iraq plus military transformation is presenting, now's the time to do it. Too late at night to go digging for links. I'll put that on the to-do list for MLK day. Interesting times, huh?
