Unfortunately, I think more likely to be the latter. There is something of a historical precedent for religious-led revolution in Chinese history (the Taiping and the Boxers), so it's not an entirely irrational fear on their part (further reinforced by the official atheism of the Party), but I do think they are exacerbating their problem immensely by targetting the religion of the Uyghurs specifically.
