Re "grade card" for Bush performance When I made the crack about repeating 8th grade, I had't looked at the Center for American Progress report just out. It's entitled Failing Grades: America's Security Three Years After 9/11. [pdf] Exhaustive critique on all dimensions from homeland security to nuclear proliferation to impact on military readiness and the future of the all-volunteer forces. The specific tasks on the "what should be done" list is pretty short. Mostly, it's a fundamental attitude change they're calling for, which doesn't translate into a lot of "action items." Facts are facts, but perceptions are reality.
