Nope; it's pretty standard fare. These people tend to view NGOs as terrorist appeasers who screw up everything they touch. Granted, the UN's rules of engagement leave a lot to be desired, but I see no reason for all of the venom.
What these folks fail to recognize, in my view, is that nation-building is simply an overwhleming task, and even the U.S. military isn't too good at it. Nobody really knows how to do it. Nevertheless, a lot of these NGOs have experienced and skilled people that can bring a lot to the table. And they bring with them an international legitmacy that the US lacks.
The analogy to postwar Germany and Japan is simply inapt. First of all, the U.S. was viewed as legtimate because we had just trounced their militaries in a horribly bloody war, and in the case of Japan the emperor invited us in. Nobody wanted to fight anymore. Plus, those countries had a far more glorious tradition of statehood than Iraq or Afghanistan; all we had to do was help them get their economies functioning again. Here we're trying to change an entire culture and import some rather alien ideas.
