I don't think the Admin -- either the civilians or the military -- is planning to withdraw before the Iraqis have the basic capacity to govern themselves.
Where it gets sticky is in making the distinction between actual capacity and nominal capacity. It could be a decade or more before the Iraqis actually have the actual capacity to govern their own country. To govern the central government must actually control the territory.
